Makes you wonder, who came up with the parole policy?
People who wanted to monitor criminals instead of just letting them free without scrutiny the day they get out. It's actually a great idea but unfortunately it's execution isn't very good in many cases, but that's more indicative of the systems in place (no need to explain how bad the police/justice system is I think) rather than the idea of parole supervision itself.
