What is a 12 volt LED? LEDs will operate on any voltage higher than their rated Vf.

Ok. I built this two days ago. I built it a couple of times. You know what sucks? Burning up LEDs. I built on a really loose bread board. I only have 3 voltages to work with at the moment, and 9V is not one of them. I'm just not really a 9V guy. Whats 9Vs My batheoom scale, my clock back ups, boring , but neceeary, Oh yes guitar pedals, making those circuits go crazy. So, I ran it ATX style 12 V. I got to see it work for a second. and then another second. Oh yes it's working. Oh that lights freaking out. oh dang shut down, what happened? checking my connections, looks good. I run these 555s all the time On 12V. how high can you go on a 555? Oh great, here comes the math. I skip that part quite often. So any way the circuit at 12V ran, started to, I got try changing the mode, I didn't get enough time to determine if it responded or not. I burnt a few LEDs. and I'm very Sad, All LEDs are great. I have a little pile of dead ones. Poor things. Not cheap where I get them. I tore it down, I will build it again until I get it locked in my head. Mix it up with some other similar circuits. I'm doing another police flasher circuit, posted just right next to yours. It's being soldered to a board, the flash rate is just right, perfect to give anyone an epileptic seizure. I'll probably do the same with yours when I get it dialed in. I have to go do math now.
Good circuit. I create a lot of circuits that run great on whatever voltage. They are happy on any voltage between 3.3 and and 12V. and of corse 5 volts. You know? I like 5V. I like USB, I should mention, I don't recall if it worked on 5V.
I can't remember, I have had too many of these projects going. I might be getting results mixed up. Thanks.

@@BADALICE LEDs will require properly calculated resistors to work on 12V, for current limiting.

(3a.) Which of the two 555 timer ICs that you’re using needs the 220 Ohm resistor?
(3b.) Is one leg of the 220 Ohm resistor going to pin 3 on one of your 555 timer ICs, or is it a different pin, or even a different location?
