Probably part of Crowd Educators. They go out before the beginning of the parade and talk to the spectators who are already seated, telling about the history of the Barracks, taking questions, etc.

Young skeeter came to school in uniform on a dress down day
The rest of them will be in uniform soon. The one who is already in uniform is a crowd educator, one of the select Marines from MBW who go out before the parade in uniform to talk to a section of the crowd.

The Marines have their hair cut when they first start
Correction: they have inspections frequently and per requirements they must be clean shaven and have a short military style hair cut that isn’t too long and is clean cut. Most of them have to get a hair cut on a biweekly to even weekly basis.
@@AtomousDrumsOfficial Twice a week during the summer for D&B -- needs to be fresh before both Tuesday and Friday parades.
