    Adding to the floor plane conversation. Yes you can build in it (as discussed), but your options are either:
    1. Build it fully flood proof (expensive)
    2. Build it to flood, and waterproof only the electrical rooms or equipment rooms you don't want to replace every 10-100 years
    We designed a hospitality campus 10-20' below the floor plane. But when designing with solution #1, it was so expensive that we had to redesign to solution #2. Even then, we encountered many permitting and design barriers. For example, water venting requirements contradicting fire proofing requirements. We had to apply for multiple alternatives requests and worked closely with the structural team to check for rot-resistant structural materials. We even used Bernoulli's principle in our alternatives requests. So, not easy!
