They probably didn't want to have two supernatural styled Gym Leaders in one region, so maybe that's why Erika got changed from a Ghost type Gym Leader to Grass Type? But, a piece of trivia that connects with this theory is that her Ace Pokemon, Vileplume, is based on the Rafflesia arnoldii, otherwise known as the "Corpse" flower due to it's foul smell. Probably a coincidence but still a pretty neat one in my opinion.
This was interesting to learn about. I know you think Blue could be Red, but I think Blue could've been the female character that was cut in the original games (and then came back in Let's GO) since her Japanese name is Blue.
The reason behind Blaine's designs change is that the sprite we know now was at the beginning the sprite of the Silph Spa chief. From the leaked betas we know that the Silph Spa was supposed to have a bigger role in the plot helping the team Rocket and being an evil organization itself with "Blaine" as a mad scientist like character maybe. But then they wanted the games to be less dark so Silph Spa became a good organization attacked by the team Rocket and the chief's design was passed to the gym leader Blaine for some reason, most likely because there was already Surge with a military themed design and having two characters with the same theme wasn't a good choice so they changed Blaine I think

My theory on who the lost Gym leader "Blue" could be is actually who we now know as Green from Let's Go. In Japan, your rival is actually named Green instead of Blue, so they could have introduced Green a whole six generations earlier than she was. Either that, or she could be Leaf from FRLG
I've a theory. I don't think Erica was supposed to be a ghost type gym type leader. I think she was supposed to be the Psychic type gym leader. The psychic gym leaders are always depicted with poke balls floating around them and she's hovering one in her hands. In contrast, Sabrina's sprite from Red and Blue is depicted holding a whip, which isn't an unusual sight in Red and Blue, but doesn't have much of anything to do with the psychic types. I'm also wondering if maybe she was originally supposed to use ground types since flying types was taken up by Giovani. But when they changed it, they had to move some stuff around. Or she may have just been the grass type leader. IDK. That might explain why her badge is called the marsh badge.
Erika's original design is in line with the channelers in Lavender tower, and since they're all supposed to be possessed the idea was probably that Erika being head priestess was more in control and using the spirit's powers to manipulate the ball. I think you're on to something with Sabrina though. Koga despite being the poison type gym leader has mostly psychics in his gym, so it may have been Sabrina who was originally supposed to be the leader of Fuchsia gym and in charge of the safari zone. That would explain both the gym trainers and her originally having a whip. That suggests psychic types were a late edition, which makes sense given how unbalanced they were. The two types may have even been one at some point like in the TCG.

With the way we have it now, if you did the gym leaders in the order they are listed. It wouldn't be so awkward as you challenge Chuck, go back to Olivine to battle Jasmine, cut through Ecruteak and go to Mahogany Town to battle Pryce, whereas the original order it was intended would have you going from the lake of rage, all the way to Olivine city and then all the way back to Mahogany, making it inconvenient and tedious.

There is a part in which after former Rocket related gym leaders (like Koga) beat 'the then' villians 'the [Kanto] Elite four'^1 by the time a protagonist named 'Amarillo' pops up (corresponding w/the release time of the 'Pokemon yellow' edition), Koga and Bruno decided to hang out together after the Elite four's scheme was foiled. Them hanging out together for whatever reason I'd think might be covered in the manga once 'Gold' rolls around for the Gen.II stuff -- Misty and Giovanni become 1/2 of the Gen.II elite four would've been an interesting alternative `_` (who here are less top-tier athletic commitee and more like top-tier clique w/an agenda like 'N's' in Gen. IV but pre-dating ~+15 yrs ___ 6:35-7:12 again, maybe the manga *and animes* influence was at play.
