@@beakamusic2603 there's a move reminder in cerulean city who teaches u level up moves to ur pokemon if u beat his puzzle. if ur stuck there just search a tutorial on youtube
u cant ev train in hardcore mode. unfortunately idk any fast ways to do it in normal difficulty since i havent touched it in so long lol. u could always just play on minimum grinding mode so no need to grind.
There's a guy in lavender town that let you defeat all of his team depending on what EV are you trying to grind, is kinda expensive but it's way faster

why is it different from my radical red , I'm on Restricted difficulty (custom), Minimal grinding off, randomizer default.. now 4.1 (it's hard really)
I miss the 4.0 elite 4 theme
i like this slightly more, i've been playing radical red since 2.3 so it's nice to listen to new themes lol but yeah this theme needs improvement
