He stops when he realized car was not stopping and raise both hands in the air in an exasperated manner. Usually FSD pedestrian behavior prediction is extra cautious and "polite" around pedestrians.
The pedestrian was jaywalking. Jaywalking is no longer being cited in California, but cars are not required to stop for jaywalking pedestrians-only for those in marked or unmarked crosswalks.

It's true you don't have to stop but this does not relieve a driver of a vehicle from the duty of exercising due care for the safety of any pedestrian within the roadway. Car did what you're supposed to do in that situation . If they removed something that a normal driver shouldn't be doing in the first place then that is simply that, a basic improvement. And the "extra cautious" mechanic is not gone, it did in fact slow down and even went around the LA half-zombie who started waking in front of the oncoming car (who then was wondering why it did not completely stop for him, behaviour that incentivised people to keep doing it until it became so normalized they end up surprised in situations like these). If you think stopping there would have been "courtesy" then I have some bad news for you, you're part of the problem there and one of the big reasons why roads are so unsafe in general.

Here's a video clip of an awesome behavior by FSD 13 stopping for a jaywalking possum. FSD completely stopped and proceeded only after the possum crossed the road safely.
