Brutality was not rare in 17th and 18th century English lower classes, where many slaver ships no doubt drew their crews from. Bear bating and torturing animals was a common entertainment during this time period. Maybe that helps explain how human beings like that could be so cruel.
Not really sure what is meant by "the first 13 Presidents held slaves" but I just wanted to point out that John Adams, Vice President under George Washington and the U.S.'s second President, did not own slaves. His son, John Quincy Adams - the sixth President - also never owned slaves. Millard Filmore, the 13th President did not own slaves either. Finally, Africans were in what is now called the United States prior to 1619. For example, people of African descent were in Florida as early as 1526. The first Africans arrived in the British colonies in 1619.
