Something I love about Strange's apparations (and Steve Englehart's run on Batman) is how he's able to create new stories while paying tribute to the classic ones from the past. While Dennis O'Neil was the one that brought Batman back to be the dark noir detective, his stories were more focus in creating new stuff and characters (like villains such as Man Bat and Ra's Al Ghul), cleary wanting to stay way from those who were associate with the Silver Age/Adam West TV show stuff.
Englehart, on other hand, created some new characters as well like Silver St Cloud and Rupert Thorne, but he focus more or reinventing c from the past and making them more interesting and complex characters like Strange, Deadshot and Clayface. Even the Joker, who O'neil had already brought back as dangerous killer, Englehart was able to make him go back to operate more like in his golden age stories, with Joker executing nonsensical plans and announcing those he plans to kill media before doing it.

Not only The Laughing Fish, but also other episodes of Batman: TAS were adapted from this story: The Strange Secret of Bruce Wayne and Mudslide (for Preston Payne's Clayface).

Even though My favorite Batman villain isn't in this(The Riddler.). I have to admit this has to be my Batman story. I love strange in this. And I like how it brings an ensemble of villains yet these stories are masterpieces in their own right.

Now this is one of the most unique batman storylines ever told, I also like this story because it introduced two of my favorite obscure Batman villains, Dr.Phosphorus and Clayface 3, and Marshall Rodgers’s artwork is fantastic, Plus, it also has one of the best joker stories: the laughing fish. also, out of the two other Hugo strange stories you’re going to review next, I would suggest doing the monster men miniseries first, it probably features Hugo’s most sympathetic portrayal, i also look forward to seeing your Mudpack review it’s one of the best clayface stories imo, also if you want to make it less confusing only read the Steve Englehart/ Len Wein run on Batman comics.

Great work I always knew about Strange thanks to Arkham city but this is him at his best and most loco. Also the fact that this story gave us Modern Deadshot, the laughing fish, and the template for Blight automatic 10/10 also in the future can you do a review of Batman Ego it's by the late great Darwin Cooke and it looks like a great examination of Batman's psyche.

It's been on my list. Don't know when I'll get to it though.

There was nothing underwhelming about this story. It made Hugo into a major Rogue in the Rogues gallery and introduced my favourite Clayface, Preston Payne.

Its well-written, historically significant with some debuts and re-debuts, but there was no explanation behind Hugo Strange's ghost form (the only thing really connecting these stories together). He shows up and then disappears without Batman even knowing much about it. And as great as the Clayface III story was, it doesn't feel like a solid conclusion to anything.

Preston Payne is an underrated Clayface that should be in more stories.

Dr Phosphorus is very similar to a flash Villain Fallout (Neil Borman), unlike Phosphorus, Fallout is sympathetic, he is essentially Mr. Freeze of Flash's Rogues Gallery, Iron Heights Warden Gregory Wolfe even used Fallout to power the entire prison against his will, Review
Flash: Iron Heights (2001), its the first appearance of Wally West Flash Villains:
    Amunet Black/Blacksmith
    Jeremy Tell/Double Down
    Michael Amar/Murmur
    Tony Woodward/Girder
    Warden Gregory Wolfe
    Neil Borman/Fallout
