    The app companies are also responsible. They need to block foreign scammers.

      They can block all they want but it up to the users of the app to have common sense as Romance scams have been around since the day of Dial-Up Internet biggest red flag is a person asking you for money after you've been talking to them for a few days what a person can do is say hey I know you want the money I want to meet you in person if they refuse that likely the biggest red flag there.

      You cannot permanently block a user. It's not technologically possible. You can block their IP address but they're using VPNs that give them fake ones, or they can use them after the fact to get around the block. They can use cellular data, make as many new email addresses as they want, use other people's pictures online, generate fake pictures from AI, and so on. It's not that simple as to simply "ban" somebody. Their account will be deleted but only if they're reported enough and that requires a user who is aware of the scam. And they'll just make a new one regardless, under a new name and/or pics.

    Keyword- “Usually”. They usually are but there can be exceptions that the scammers are…not overseas (physically).
    They are right here also….
