Dont see an issue with any of that. Fascia and roof issues is a YOU problem. Maybe going through their clothes to donate or throw out. Maybe waiting to come up with the money for new tags deciding not to risk getting a ticket. Hopefully you got clarification or context before posting this.
If a tenant didn't and or doesn't have permission to use the LANDLORD'S/ OWNER'S garage, which BTW would be in the lease, then wouldn't that mean that the tenant is overstepping their boundaries and violating the lease?! And for the record, keeping your living quarters clean is a part of keeping unwanted pests away while also not living like a hoarder. You must not know a darn thing about homeownership because you are probably one of them.
