The reason Dead Rising had a cartoony design originally was because its first versions were for the OG Xbox. A common thing in the 6th gen period was "if you can't do realism, make it stylised". This was to avoid anything distracting in the visuals. Some good examples of "stylised" are Hitman 2 and Contracts, Timesplitters, and MGS2 and 3.

@Ian-Hawke Yeah I've noticed it's not really "dead" but yeah that's the proper wording. It's very different. Maybe with a group of people I'll get back into it. I really only got into it because of friends. They're long gone now so.
