Bug makes sense. Next round starts and you still have enough for the choppy, so it gives it to you. I'm guessing it counts the new round as a new life and gives you back the amount you had in the previous round; along with the streaks that coincide with that amount. I guess you could earn a UAV, never die, and you'd still have a UAV for every round after without getting a kill or earning any additional points.
