is the surface the same TPE rubberized surface that deteriorates over time?

The bottom part of the housing is some sort of metal. The top housing has a sort of matte/plastic feel. I don’t think it’s the same TPE rubberized material that you mentioned but I could be wrong.

Can it be powered and/or charged off USB-C? I know there's a charger, but what about USB?

According to the manual “The power supply does not need to be connected when Push is in Control Mode, however, you can plug it in to charge the hardware for later standalone use if needed.” So when it’s plugged in it uses the computer to power the device.
