It's true it won't stop them if they want to watch you, but a VPN does still prevent them from casually gathering data on you for the sake of creating a profile. To do more than follow an IP address takes actual work, and these are still government employees, so they aren't going to put in effort unless they're specifically ordered to.
They can still watch you but they have to actually try. More like you stop broadcasting your internet activity to any interested party I guess, and the spy agencies have to actually do their job. Mass surveillance wouldn't exist if it weren't so fucking easy for them.
