I don't have possession of a Voltage of CMS battery meter yet last time I had a PC alert on my Dell PC - exactly the same one you have, unplugged it and re-plugged into two different wall sockets and problem resolved itself. I think my PC is in need of a clean though as bought it refurbished online and never once got around to cleaning it until today - hopeful this resolves all issues as have no idea what to do from here. Why bother checking the voltage of a battery that has been sitting in the computer for years???? Simply replace the battery that has a long expiration date. I purchase mine from photonlight(dot)com They occasionally offer free shipping several times a year, usually around holidays. They always sell batteries with the longest expiration dates. You should unplug the PC before you remove the battery so it doesn't short out the still live motherboard should you accidentally drop the battery when removing it. Even with the power off there is still 5 volts live running through the board. Chances are low anything bad would happen but unplugging the PC is pretty cheap insurance to remove that possibility. I've had a rogue micro drop of solder fry a mother board from being lazy, bad shit can happen...lol

Dell desktops don't require tools to open the access panel. Pull the black lock tab on the upper rear side and the panel pops open. Always have at least one 2032 battery around for electronic equipment!
So a friend of mine has the same computer, and he ripped the whole black battery holder out, so how do you get it to work again and place it back on? The metal tongue under the black plastic is still connected just the housing to the battery that holds it in is gone?
This has happened yet again with me just today as soon as TURN ON..had to press F1 to bypass it. Only a short time ago I needed an expert to do this and it wasnt easy as we needed to go back over start up a few times just to make sure the START UP ORDER of things was correct.

(Pressing F1 to continue) The first few times it took me straight back to the beginning again. However, the 4th or 5th try it worked and my PC has ran normally for 2 days now. Probably bad advice and the sensible thing to do is change the battery... but this might work for somebody else.
