For us men, we measure the waist along the belly button. Our hips are also measured at the hip bones(the top part when you are going down from the belly button). For women, it seems you measure them from the narrowest point of their waist to the widest part of their booty.

Karina Agudo your hips dont change in size only your waist. your hip size is genetic, once you have no fat ontop of that area you cant get that measurement any smaller
It's all genetics, if you store fat in the hips mostly, that may be the place where you lose it first. If you would've shaved the same amount of fat off your waist as you did off your hips, the ratio would've remained the same. Since you've lost more off the hips compared to the waist, the ratio is a bit higher. Patience is key here, try to clean up the diet a bit more and lose inches off the waist and you'll see the ratio go down again.
It means you have more superficial fat than visceral fat, which is a good thing. Visceral fat is dangerous, superficial fat(around your limbs, hips) is not dangerous
It also depends highly on your body type. My mother is very skinny and still as a ratio of 0.79. If you don't have a hourglass shape but something like a H-shape, the ratio will be much higher even though you're skinny enough.

Nah, you're not at risk. My mother is also very skinny, but has a H-shape. All these measurements work for most people, but not for all.
