In Tekken 2, his bare hands, hair and a good portion of his face are exposed. Plus, in early concept art for Tekken 1, he's shirtless and wearing chainmail. Also, an artbook Namco released for Tekken 6 blatantly says "The character setting is that there's a human in the armor."
He's always been good, he just looks scary. Even old Yoshimitsu in Soul Calibur does the Robin Hood thing, which was this one's MO alongside working with Dr. Boskonovich before Bryan Fury murdered most of his clan.

I think you could argue that during the tournament using his left hand might be a handicap, most of his moves are punches kicks grapples ETC, he does use the sword but if that was all he did he'd have a massive unfair advantage. But outside of the tournament he probably doesn't care.
