Nah, she was suspposed to have actual lines of understandable sentences. Not gibberish. Probably they fucked up with editing the voice lines into the movie and therefore sounds gibberish.
So apparently the audio files weren't corrupted or anything. These were the lines given to the voice actress, Debra Wilson because the grandma has dementia and I guess... The movie creators thought making her speak gibberish was a good way to convey that for some reason lol. Anyone who's watched her in MADTV will know this role right up her alley

You know the weirdest part? The voice actress of Great-Grandma, Debra Wilson, has NO MEMORY of recording any lines that sounded like this. By her recollection, she just had normal-sounding dialogue, meaning that this was either a deliberate choice by the creators who decided to fuck with her audio to the point it became incoherent, or (my pet theory), that the audio files became corrupted and this was their best attempt at reconstructing them, since they had no money left to call Wilson back in to re-record her lines.
I think they scrambled them on purpose, Walter Jones also said they never recorded gibberish But it seems, they wanted to do it as a running joke after they recorded the lines

@marianne mccrank it's actually my favorite out of all the movies. the animation is better that this but the voice acting is actually pretty decent, even for the main character who's a kid. although the audio is shit. and it's based on the story of mosses, so it actually has a plot that makes sense.
