I've been wondering about this. I think she had debts and skimmed a little from it for her daughter. The debt collectors noticed and came to collect. This is my opinion.
She did steal in the end, though. She takes money from the envelope she's obviously supposed to be giving to loan sharks of some sort. She slighted them, and that's why things ended up the way they did. At least that's how I saw it.
This depiction was more clear in the original manga. Anime didn't show some men getting dressed after "that". There is one more thing anime made it obscure was she was dancing on the top of some building roof top. She took a somersault from there and dropped from her head.

Early when the aira met acro silky he was dead, it was already a ghost, because acro silky died because suicide, after her daughter taken away and then dancing on a building and falling I heard from a manga reader about the fate of acro silky daughter the yakuza or Mafia had brought in to sell her organs (I hope is not)
It may have been hard to understand the description, but she was not stealing money, she was selling her body. She probably had a large debt or something. But she was still able to give her daughter a normal life and loved her, so I must say it was a very sad end for her. As you said, it was a relief that Aira held her at the end. This is just speculation, but since she was prostituted for her own daughter, I think it was probably her ex-husband or her family who borrowed the money from black money, rather than herself. The manga brought tears to my eyes, but the video was even more touching.

It might not be clear in the anime but in the manga she was dancing on a building and then she jumped off it.
Sad backstories always make you cry more the more you think about them and the messages they tell.
