Where every other mage item has +0-15% AP scaling, Stormsurge has +40% AP scaling. It feels crazy because its proc gives value equal to 4 mage items.
Well it is conditional unlike ludens or night harvester, and has a longer cool down as well. It is strong though
@@fishingtexassometimes Night Harvester was 125 + 15% AP on a 30 second cooldown on a 90 AP/no pen base. Cost of 3200.
Luden's was 100 + 10% AP to up to 4 targets on a 10 second cooldown with 80 AP and 6 pen, and was replaced by Luden's Companion. Cost of 3200.
Luden's Companion is 110 - 14 per nearby enemy up to 5 + 22% AP - 2.8% per nearby enemy up to 5 on an 18 second cooldown with 90 AP and no pen. Cost of 3000.
Stormsurge is level-scaled 120-260 + 40% AP with 100 AP and 10 pen. If they die before it goes off, you get +30 gold (increases base bounty from 100-300 to 130-330) and it deals its damage in an AoE. Cost of 2900.
Yes, Stormsurge can be reacted to because it's delayed. However, it can also eat big cooldowns because they think they're alive when they're already dead, and it now benefits from damage amplifier effects like Horizon Focus which previously didn't interact with Night Harvester.

@@emvv3784 Of course not. It's not just the AP scaling of the active that's making it a problem, it's also:
-Ideal single-item AP value (100)
-Best flat damage (120-260)
-One of the few remaining flat magic pen sources
-Grants bonus gold if active is unnecessary
-Cheap among APC finished items (2900 versus 3000-3300 elsewhere)
Above is why it's a great first item for anyone with AP. It's also a great lategame item because of the 40% AP scaling and 260 base damage. I think the healthiest choice is to lopside it toward the early and mid-game, and to do that, crunching down its damage scaling is necessary.
You should duo Galio with a nocturne jungle. The double ult engage will go crazy
