Spoiler alert: The wall did fine. It was the sand and the water level exceeding the wall's height that let the water through.

Sand is never used in a dams construction.

Concrete is usualy made from cement, air, water, sand, and gravel. So technically sand is sometimes used in dams 🙃😝
