On most Apple US keyboards, going back to before the Mac, the backtick (unshifted) and tilde (shifted) key has been to the immediate left of the "1" key.
There have been some exceptions where the Esc key took that spot beside the "1" instead, and the backtick/tilde key was either somewhere to the left of the space bar (weird!) or between the quote key and a narrower return key (the weirdest keyboards had the backtick/tilde key and the backslash/vertical bar key on either side of the space bar).

The ~ (it’s called a tilde) denotes the user’s home folder, so ~/Library is the user’s home library, while /Library is the Mac’s Library folder, and is used by all users. There’s also /System/Library but it’s read-only for users, and as everything in System is now cryptographically signed by Apple, I suspect any modifications to anything in System will result in your Mac warning you on the next reboot that you need to reinstall macOS. You might be able to test this by logging-in as root in Terminal and renaming or deleting a folder inside System.

Probably Time Machine Snapshots. You can look up how to find them and delete them, but sometimes doing a Time Machine backup is the easiest way to get rid of them, because they are automatically deleted when you back up your computer. They are automatically saved and automatically deleted when space is full so I wouldn’t worry about it too much. But if you have to and you are familiar with the terminal, you can find and delete the Time Machine backups and even disable them.

I don't use any Adobe stuff and when I did try Photoshop briefly some time ago on a free limited time evaluation I deleted it and anything left over on my system from Adobe when my evaluation time finished. I was a long time Photoshop user but I gave up on Adobe when they went to the subscription business model, something that may make sense to some users particularly larger business types but not for this user. After a bit of looking I found an easy way to clear up 50 Gigabytes. In my ~/Library folder I found a folder called ScreenRecordings which had a few old screen recordings which added up to 50 gig. Deleting them gave me those 50 gig back. Worth looking there for an easy way to clear space on the system drive.
