No. Shepard was in control of the OP and could make unilateral decisions like dismissing TF141 regardless of his intentions. Taking the base and holding Alejandro’s men is pushing it. But due to the fact that Graves was willing to let TF141 and Alejandro leave without incident suggests that the plan was to screen the men and ascertain who was corrupt and who wasn’t. Who knows maybe they were given the same choice to walk away. Either way Alejandro made a poor decision, which nearly got himself, Soap and Ghost killed.

What if he flips on MWIII meaning becomes good to fight Makarov and realizes mistakes or teams at least again because they have a common enemy which is the Russians and Makarov. I think Farah is going down a darker path. She was against invading countries before but is now in a complicated situation where she agrees to invade Al-Marzah with a PMC group that did the same thing the Russians did to her home but in Mexico.

I do like Graves as a character but I feel the story of MWII was too soft, safe and predictable. Nowhere near as gritty and gruesome as MW19 and no real meaningful story based on a true conflict. MWII describes Grave's actions as Tyranny that won't stand but MW19 would have made you question if what they're doing is right or wrong while working alongside him. What happened to "We get dirty and the world stays clean"?
