I don't understand how people can be so stupid as to assume a pool in someone's YARD would be for the use of everyone in the neighbourhood. Seriously! My first assumption in that situation would be that the pool belongs to the home owners, since it's in their yard, and not by a playground or parking lot in the neighbourhood
The police aren't there to enforce HOA rules or act as bullies for entitled people that don't get their way. They are there to enforce the law. The law you broke by calling them to come an bully your neighbor.

As we all know these stories are pure fiction, perhaps there may have been an original tale they are derived from. However being practical, here in the UK there are very few areas that may have open frontages or backyards. Our properties may be smaller but in general we keep them well fenced. No entitled neighbour would be able to gate crash a private party or attempt to enter the backyard to access a pool.
