I don't think it's the ranks that the AI doesn't understand, it's the role. A human understands the concept of organization and structure. Two dipshits get a corporal to watch over them, maybe a sergeant. Two of those knuckle heads get a staff sergeant. An AI sees words and their definition. Combine that with the fact that most people don't really know what officers do because they've never been a boss. Add on that it's difficult to tell a story without a cast of 500 people under a general so you hit the Cliche rank of major. They have enough rank to seriously screw up your day but not enough to have the infrastructure requirements of a colonel or general. That's why they use the rank of Major. Now think of all the Major's you know from stories. Major Payne, Jack Reacher, Dutch from predator, Major Andre from Turn, Major Burns/Major Houlihan from MASH, etc. When the officer is an LT, they know nothing. A captain knows some stuff but they can get pushed around with "orders". So when you need a character who does their own thing, you need a Major or Commander and they usually sidestep the chain of command an go straight to the big wig. If you don't like it, take it up with Ike. Now getting to the really messed up part... We pretty much owe it to Major Gus March-Phillips who is a shining example of being a proper hoodlum who would get paroled by the brass when they needed something suicidal done, he'd do it and then get himself arrested again.

You’re not familiar enough with politics,or the military to write this. Your knowledge of space is also lacking. The vastness of a galactic battle couldn’t not possibly be observed by one man. The military leader could not possibly be observing and training the military drills. Galactic wide battles would be spread over untold distances,involving huge numbers of persons. You have huge divisions of labor and a hierarchy to follow orders. This sound like he’s traing a high school football team. Do some research. Many multiple civilizations involved against a galactic empire. You might expect millions,if not billions killed in a battle for extinction.
