Ted does not return his affection, he truly is not interested. Ted however recognises his affection for him and while he wont return those feelings...he is kind and acknowledges this. Don't interpret kindness as anything else.

For me there is more pure humanity in the Ralph & Ted sketches than in stacks of mainstream movies.
Theres more humanity in Ralph & Ted then most things full stop ( aside from Victoria Wood)
