Bc season one was the original series. The episodes from 250 and on are technically sequels. Different seasons have different directors and producers, and are not differentiated by the plot points, like other shows. Since, especially the beginning has only episodic arcs, there's not really a real "end of a season" in sight. Anime that follow similar patterns often only have like 24 episodes, so one season is enough. Anime that follow a certain goal in the plot are going through seasons by progressing through the story with waypoints, marking each season. You could compare the structure of gintama with one piece, which has no seasons and is divided into arcs. But Gintama has seasons bc of staff issues and changes. Also because of that and other reasons they weren't sure if they were able to continue producing the anime adaptation. So they went with the safe option and set an amount of episodes to produce, to not go over their budget etc and to not risk a cancellation midway through. This resulted in quite a strange differenciation of the episode amounts in the seasons.
