Sometimes they mix though, so foilers slow down to avoid an accident. Most of the foilers on that video are pro. Vouliagmeni beach is a unique spot for the 5mil people of Athens and conditions like that may happen 5-10 times per year and only during the winter. It could be very dangerous if swimmers were there or divers, but there are at list 30 lifesavors and surf instructors present checking for safety. My first time windsurfing in Vouliagmeni was back in 1987 and from that day I never heard for an accident. But you are right. It looks very dangerous.
