It doesn't sound at all like a military march, it sound like a flashback of all the terrible times of the past. Their anthem doesn't talk about them being triumphant over their enemies, it doesn't tell you to respect them, it doesn't tell you that they'll spread their Jewish beliefs, it just tells you that they have hope for the future. Over 3200 years of the ultimate form of racism, one day they'll find peace and prosperity.
This anthem truly encapsulates over 3000 years of suffering and pain, even I as an Iranian get goosebumps from listening to the Hatikvah.
