    Eckbert didn't say it out loud but his converstation with Aelle was him letting Aelle know that from now on he will be a subjugate ruler to Eckbert. His goal has always been both in the show and in real life to become Bretwalda, king of kings (king of all England).
    England has historically mostly been made up of 7 kingdoms which are Wessex, Northumbria, Mercia, East anglia, Kent, Essex and Sussex. In the start of the show Eckbert had already conquered the last 3 and made them a part of Wessex so at the start of the show there were 4 kingdoms (which is what Athelstan said in season 1) and sometime off screen probably between seasons 1 and 2 in the 4 year time skip Eckbert took also over East Anglia which I believe is the part he "gave" to the vikings to farm at, atleast a part of it.
    So in recent seasons it has only been 3 independent kingdoms, Mercia Wessex and Northumbria which are the three powerhouses of England. After gaining Mercia too he could easily overpower Northumbria if he wanted too. But him straight up invading Northumbria would make him look bad publically so better to keep Aelle on the throne there and make Northumbria a subjugate kingdom to Eckberts united England.
    Even in real life Eckbert managed to become king of kings, title bretwalda which is king of all England. In a different way however, for example wasn't he gifted Mercia but rather took it by force (and later also lost it again).

    Side bit of info - the Pope is portrayed by the same actor who plays the Seer. Thankfully no palm licking involved in this role.
