Your yarn could also be a smaller weight. Since you're new, I'm not sure if you are familiar with yarn weights. I suggest you learn about them as well if you haven't! Another reason could be what every one said, hook size. Lastly, your tension. You might be crocheting very tightly that may cause the final product to be smaller. A good fix for that is going for a hook bigger than what's on the pattern. I hope that helps!
•use bigger hook •use thicker yarn •loosen up your "V"s a bit(you might be pulling through a bit tight) The size of your project is mainly dependant of the yarn thickness
Question, I see that whenever you were going the white boarder around the bag panels, you did about 3 sc in each stitch and if you add the 40 stitches on the top and bottom, plus the corner stitches, you get 134 stitches, and not 112 like the description says. Not trying to say your wrong, just a little confused. How does that happen? 134 -> 113?

Whenever I crochet a bag my rows slowly turn into like a triangle they become smaller and smaller and I restart like 20 times please someone help me 😂
you probably miss chains
You should be chaining one at the end of each row before turning your work to start the next one (I hope this helps, I suck at explaining stuff)
