It's more common in dry weather, and can be worsened by poor pollination, hail, wind, mechanical damage, and excessive nitrogen fertilization. You should burn it as you said, to stop it from infecting other maize /corn plants.Hope that helps.

Symptoms: Infected plants develop sori, which are compact masses of dark brown or black spores covered by a thin membrane. The membrane ruptures, releasing a powdery mass of spores that can be spread by wind and rain. Other symptoms include abnormal tassels, aborted ears, and a severely dwarfed plant.

Depends how you look at it. Some cultures intentionally infect their corn to grow the fungus so they can eat it because its very nutritious.

I have fenced my home using chain link so I have no issues of animal intrusion. For bugs I use wood ash.
