That's how we know the Doctor's a mechanical genius. It's almost impossible for a modern human to discern how to start and drive a Brass Era auto without instruction, so different are their controls from ours today, but he does it under time pressure with only a couple of false starts.

That fancy-pants get-up was drawn from an outfit Jon Pertwee himself wore to his screen test; best known for his comedy before this, when he broke its components out of storage and pulled it on before reporting to where he would be screen-tested, he thought the outfit was the funniest he had ever worn. But instead of making the casting advisor or the producers break up with laughter, those clothes impressed all who beheld them so favorably that ALL the Third Doctor's outfits ended up being variations on that theme! And the colors were FAR from being monochromatic; the BBC was conducting experiments with POLYchromatic television, read COLOR television, and wanted to figure out which colors photographed best. The time he spent as the third incarnation of Dr. Who also helped Pertwee figure out exactly who he was WITHOUT having to resort to comedic voices or disguises--a dapper, technologically oriented man of action, just like his Third Doctor.
I saw the guy come in and thought “why’s he wearing the Doctor’s clothes” before I remembered this was Pertwee’s first episode and they’re not his clothes.

Good thing that the medical doctor and that guy in the dark suit didn‘t bother the Doctor while he was taking a shower wearing a shower cap and that the medical doctor who had him examined didn‘t recognize him with his back turned. Besides,he needed to get himself cleaned up to get better after he was forced to regenerate for the 2nd time. The car he stole to leave the hospital had to be returned but at least he didn‘t have to return the clothes and the black fedora he took after he finished taking a shower.
