      No. A parliamentary system is a system in which the legislative branch appoints the head of government. This doesn't necessarily entail the use of proportional representation.

      @@user-xz4du3es5p Yes, but aren't the members of the parliament itself elected proportionally, based on the number of votes the parties receive overall?
      Like if the Labor party wins 20% of the vote in Britain they get 20% of the House of Commons.
      I hope I am not wrong here because I have been saying this to my students for years.

      @@papaaung I never heard the phrase proportional party. I have heard of proportional representation.
