If you mean "measure the potential difference...", then according to the state mark schemes available, yes.

Sir for operational deifinition, don’t we need to include ‘what is done + what is observed’ ?
Like.. Potential difference is a physical quantity that is taken when different values of current is flown through a tungsten filament bulb
