Yes, it will certainly reduce the capacity if we are reducing the number of lanes. The planners claim that this reduction will be very limited as the intensity of interaction with the turning vehicles will reduce drastically, if this concept is implemented. It is a trade-off between capacity and safety and in this process safety has an edge.

There is no mention of minimum lane width, but I assume 3 m is good enough for HV also.
