    Sir,
    Can we construct concrete pavement with 1:1.5:3 nominal mix concrete and double layer reinforcement?
    Can flexural strength of PQC concrete be substituted with steel flexural strength?
    Such type of construction is practised by many engineers to avoid mix design for pqc concrete or to avoid use of sophisticated equipment like paver finisher etc. is this technical correct.

      Two layers of reinforcement means providing reinforcement in both compression and tension. In the case of pavement slab, concrete always cracks in tension and therefore I do not see much advantage of keeping second layer of reinforcemnt in compression. Technically, double reinforcement is needed when you expect high to very high bending moments or accidental load (or shock) and this is generally not the case with a pavement slab.
