I just checked and you're right, it does say the damage changes according to max HP. For the JP version it just says HP, not specifying whether it's the remaining/max HP (it is written the same way for Roger's skill 2 as well), so the translators must have gotten confused.. but regardless, the lack of attention the global version gets in comparison to the JP version is pretty disappointing.

If player can preform perfect dodge then yes he is good but still he is not capable of defending, not in this era where runner causally walk in and say cute you are defending, cute ☺️.
He needs upgrade just right now.. no knockback, no counter, affected by all statuses.. it is very normal , it has to be step up,,, Bandai is just peace of scam ,, he has to make him in his own legendary banner better than give him that high rate and ruined the Roger banner..
It's a pitty that so many funny units are actually weak. I suppose they intentionally made him so weak to not have a great Ex banner, though it wouldn't be the first time an Ex comes with a great unit. However, this one doesn't seem to be up to bounty fest standards, unless we suddenly get lots of 'survive with 1hp' light units, which is unlikely. Simply put, his damage isn't that impressive for such a low defense/dmg reduction, and even if it was, he's not really fitting in the meta and likely won't for a long time, if ever.

He's not that good unless your perfect dodge master. I went against one fully msc boost 2 with 150% support and clapped with gear 5 support 125😂 .
