Hello Im a professional autoshop glass dealer and i have a suggestion, get a DA polisher with a felt buff atleast 100mm radius. Make 9 blocks using maskingtape on your windshield then polish a block for 5mins then wipe it and polish again, do it for 30mins per block with a speed of 3-4krpm. it will take 4hrs or longer to polish the front windshield. Using a small drill will take you forever, dont forget to cover your car. cleaning Cerium oxide can be pain in the a$$ if they get in your rubber trims
