Watch it, again, from the beginning. The shot is her serve return. Goes high, falls close to the net on Anisimova's side, then spins backwards into Qinwen's court. They even have the angle shot where you can see Anisimova's foot touching the net.
Anisimova was going to lose the point anyway. It was worth a stretch to just try and touch that tricky ball. The rules were obviously broken in the process.
Asinimova still has to hit it because it's her shot even though the spin caused the ball to bounce back into her opponent's court.. if she managed to hit the ball whilst reaching over to the opponent's side before it bounced the second time without touching the net, Asinimova wins the point. Failing to hit the ball or touching the net means she lost the point.

You can - but it has to become a dead ball before you make contact with the court. So hit it while you're in the air, to bounce on the court and immediately become dead by hitting the net before your shoe hits the court. That actually happened last year in an ATP match. But very, very rare.
