Where i live is one of those countries that does not get a PSN account. Yet I have a PSN account. When i created my account (granted i have had an account from the very beginning) i just put in an American address. Not sure that would work today.
That's their new TOS, either buy the game and sign up for PSN, or don't. Those countries that doesn't have PSN, it shldn't be an issue, they just won't get to play the game. No need to keep rehashing the same thing, for clicks.

I'll be honest I don't see the big deal with having to link an account if you can get a psn account in your region. Ive had to link account in many different situations not just gaming and its not a big deal. Now in regions where its not available I say make an exception for those people
