It's not a nature manipulation, it's a simple combination. Much like the combination that Naruto did with Yamato to put out Kakuzu's flames, so it's not considered a completion
that was completely different, that was the introduction of 2 jutsu to create a new one. This fire rasengan jiraiya created would've been a complete rasengan if it was in the anime, but the game designers (and probably even kishimoto) didnt think that far ahead and think of how the rasengan was an incomplete jutsu without the change in chakra nature.
