Coming back watching this cuz i just knew that connections was holding out on jiraya having a good ult. Storm ones animation with 4/connections rasengan would be the ult for jiraya
Minato died young before he could learn how to apply an element to the rasengan what's Jiraiya's excuse?
At least the games have him apply an element on the outside of the sphere which I imagine is the same difference.

This was part of a Storm 2 Quick Time Event, the guy who made the video put it in Storm 4 behind MOD, this doesn't exist in Storm 4, and you can see that it's Storm 4 (It's Storm 4 by the Map , is the Map where we play with Young Obito vs Ninjas of the Mist)
