The State of Washington needs to fund salmon habitat restoration projects and fund protection of salmon habitat so the Orcas food source will steadily increases which will allow the Orcas population to increase sustainably.
They need to step up law enforcement. First time violation $10,000 any violations after that mandatory 5 years in state prison and confiscation of boat, trailer and vehicle
