Outboard size is a progression. After years of speeding around the lakes, it finally dawns just how many fish you're speeding past. I've gone back to a smaller boat with a 6hp and I catch just as much, plus it's cheaper to run, easier to tow and can be launched in lots of spots that bigger boats can't.
Go for a 9.9 You don’t need to register the boat, & kids can run it without a boater card. I had an 8hp Evinrude on a Tracker 14’. It would plane easily with my 120lb wife & myself. However, if I put 3 people in the boat, you had to play with the balance to get on plane, & then just barely at wife open throttle. I kept the 8hp, but picked up a good 9.9. It will go 34kph with two adults, jumps right onto plane, & can then be throttled back to run a long time on a tank. 8hp is the smallest I would put on a boat like this

From BassPro, it was just the boat and trailer for $2800cdn. The motor was purchased from a local marina for $800. All new. Now, with covid pricing on boats... I would hold off a bit... prices are insane.
my 14 ft griff craft( stump knocker ) does about the same speed with a 2021 6hp yamaha, gets the job done , i dont fish bass tournaments so i dont need the speed lol, i fish salt water
Which one? Boat or motor? Boat is definitely worth it if Jon's are your thing. I'd say put a 9.9hp or up to a 15hp if you can afford it. 5hp goes fine but...

I have a 10ft tracker and i get 28kmh full out with one person. I am looking to upgrade and good to see you can still move with a bigger boat!

Might want to include what state/country you're talking about. Because I certainly had to register mine with a 9.8.

I mean, it goes ok. Hitting 15km/h max ain't terrible. The 1542 can take a 25hp so, go bigger if ya can.

I got a grizzly 1448 with a 5 hp it goes 6mph
How loaded is it? You may also need to adjust the trim on the motor.
My 1448 goes 9mph with my mercury 5hp. Won't get on plane though
