The chocolate has been tempered, which allows it to hold it's shape even at room temperature. But it's not unusual to freeze blocks of marble and use for this kind of work. Also, it is usually done in a separate area of the kitchen, away from stoves etc.
you watch, it looks so easy like "you just put your finger then and swipe down?" then you attempt....and you appreciate the mans skill because he is so good he makes it look effortless when in reality this is hard to do. we have to make chocolate fans at my work using the technique at 3:29 with a long spatula...the temp of the chocolate, how thick it is, and your motion all play into getting a good end result...its so hard.

you can buy them from most hardware/tool stores. I use a plastering trowel and it works really well.
