95 Ford mustang no start condition

Vehicle do no start, no spark condition. Owner replaced ignition coil but car still would not start. Power to coil is present during cranking but no ignition control. I told him that ICM could be faulty. He replaced module as you can see on the video. Car did start with new module. I did not have the chance to record it though.
