I didn't apply clear coat or any clear coat before the base paint. You don't need to paint both sides of the plastic since the inside is never seen but you can do it if you want. I just use normal masking tape from Walmart, nothing special. I didn't cut at all, I just ripped the tape.

The absolute best clearcoat to use as a consumer is any 2K clear coat. It is absolutely amazing. They are expensive for a can (usually $25-35) but they are so worth it. However, I don't know if you want your interior that shiny though because it'll make any surface look like the paint finish on the outside of your car. The most popular 2K clear coat is USC Max Spray. There's several other brands too, and they're all basically similar.

I think you can definitely repaint but it makes sense that it would be worse quality than the first application because you are going on top of imperfect surface. If you do repaint, then I suggest you sand down the old parts. Even though painting over the old paint is worse, I think it'll be barely noticeable though.
