Is this method better to do on blow dried hair because the roots won't be puffy ? Or is it better on wet or damp hair ?

i prefer to do it on damp hair because i feel like due to shrinkage and my coils, i can grip my hair better and it’s easier to manipulate if that makes sense. if you make them tight and close to the scalp the roots shouldn’t be puffy
